ICM Promotes Two Project Leaders to Operation Manager Positions

Promotions reflect ICM’s organizational growth and expanded geographical reach, which now includes local, national and international projects

Denver, CO, August 12, 2025 – Industrial Constructors/ Managers, Inc. (ICM), a licensed general contractor specializing in industrial construction and plant maintenance, today announced that two of its project managers – Devyn Novak in Pueblo and Clint Thurston in Denver – have been promoted to newly-created operation manager positions. 

In their new positions, Novak and Thurston will oversee all project managers and superintendents in their respective office locations, coordinate field manpower, and work closely with ICM’s pre-construction departments to ensure the company’s pipeline remains full. They will also work alongside ICM’s safety and quality teams to help drive the successful execution of processes and protocols across all of the company’s 500+ projects each year.

“ICM’s growth has required us to shift from a flat structure to a more scalable one that better supports our diverse workforce—including seven unionized trades—and the expanding scope of our projects across Colorado, the U.S., and internationally,” said Dustin Mincic, vice president of operations at ICM. “Elevating two high-performing project managers to operation manager roles will help us manage that growth more effectively while streamlining key processes and communication between both offices.”

Both Novak and Thurston have been with ICM for over a decade, having started with the company shortly after graduating from Colorado State University Pueblo with bachelor degrees in construction management. Novak is based in Pueblo, where he has successfully led many of ICM’s larger industrial projects, including the installation of two hydro turbines, their associated equipment and a pre-engineered metal building at the Whitlock Water Treatment Plant in Pueblo. This project helped capture the water that came downstream from Lake Pueblo Reservoir, which was then used to generate electricity for the Pueblo community. It was recently named a ‘2025 Top Project’ by ColoradoBiz magazine. 

Thurston is based in ICM’s Denver office where he has also successfully led many of the company’s core projects in the industrial space, including the overhaul of a 600,000-pound car shredder at the Evraz steel recycling plant in Denver. In just 29 days, Thurston’s project team demolished the car shredder down to the foundation and reinstalled new equipment in the exact sequence in which it had been removed, with the equipment weighing between 50,000 to 175,000 pounds. The project won an award of merit within ENR Mountain States’ 2024 Best Projects competition, and an 2024 AGC Ace Gold Award.
